Hi Don.  This is ---  I haven't been able to get to Summerville to get pictures of the LED lights being put up, but I did just find out who is behind it.  The majority player in electric energy in South Carolina is Dominion Energy.  They are snapping up lots of business in SC to have current street lights replaced with LEDs, so they are the front organization behind the movement.  The parent company of Dominion Energy is Berkshire Hathaway Energy.  Look on the right hand side under 'Dominion Energy'.  It is not found on the Wikipedia page itself.
